The Center for Public Integrity used FOIA to obtain copies of FEMA chief Michael Brown's e-mails between Aug. 26, 2005, and Sept. 8, 2005, just before, during and after Hurricane Katrina slammed into the Gulf Coast. On the day that Katrina hit New Orleans, Brown received an e-mail from lobbyist Tim Hutchinson, a former Republican senator from Arkansas, who sought a meeting with Brown about a no-bid contract going to his client's competitor.
