The newspaper used FOIA to obtain hundreds of pages of data from the Occupational Safety and Health Administration. In one county, over half of OSHA citations in the previous five years were construction-related; of eleven deaths in that period, the agency imposed fines (as part of an incentive system) averaging under $3,000 per decedent.
