The State of Columbia, S.C., used FOIA to obtain nearly 600 pages of an FBI file on the late U.S. Sen. Strom Thurmond, which revealed that Thurmond and former FBI Director J. Edgar Hoover mutually benefited from a close, clandestine relationship. The FBI did many favors for Thurmond, who tried to use the agency to discredit civil rights leaders, including the Rev. Martin Luther King Jr.
