Notes:

The News & Observer filed its FOIA request with the Marine Corps (USMC) first, but was told it had been assigned to the "complex category" even though the information had been available on a public web site earlier; the News & Observer later filed the FOIA with the Export-Import Bank and received the information, complete, within the same month. At press time, four months later, the USMC FOIA request had not yet been completed.
